Mr. Bailey asked how I was referred to him and I told him I found his name on Angie's List. Bill Bailey gave me an estimate of $7000 to replace a 20 year old Lennox 31/2 ton unit with a new 2 stage 16 SEER Goodman Heat Pump on 7/19/12. At the time of estimate he required that I pay him 1/2 in order to purchase the equipment. Mr. Bailey installed the heat pump and air handler on 7/24/12. Mr. Bailey wanted me to use Enviro-Serv to clean the duct work sytem before installation. I paid Enviro-Serv an additional $500. The installation took less than 4 hours. After the air handler was installed he informed me that Enviro-Serv had found mold on the floorboards underneath. He said they applied a fungicide to the wood. The air conditioner performed okay for a few days but soon after installation, I noticed that the air was not circulating and being refreshed as it should be. The house which is only 2000 square ft. was not being maintained at a comfortable temperature. It appeared from the electricity bill that it was using more power than when the AC was not working. I would have to set and maintain the temperature at 70 degrees in order to be comfortable. The lights were dimming when the AC would go off. I called Mr. Bailey on 9/7/12 and he sent a serviceman out 9/10/12. The service person spent relatively little time checking the unit. He could only find that it was low on freon. He stated he added freon but found everything else fine. I asked to have Mr. Bailey call me. I had looked again on Angie's List for his phone number. I was surprised to find that Mr. Bailey offered a $500 discount to Angie's List subcribers for installation of a 16 SEER unit. I asked Mr. Bailey why I was not given the discount. He said I would have to print out and present the coupon to him "like at Walmart." I personally haven't purchased any 4 ton AC units at Walmart. Interestingly, he never denied that I had identified myself as an Angie's List subcriber, just that I didn't present the coupon. It comes as no surprise to me that since our conversation on Monday, Mr. Bailey has changed his Angie's List coupon to specify "Please present coupon at time of estimate." This was not specifed when I contracted with him in July, 2012. I was very upset with the situation. I am the caretaker my 91 year old mother-in-law who is 100% dependent on others for her care. The house where Mr. Bailey replaced the AC is her house. She has an annuity to take care of her expenses and it is difficult knowing that any proceeds are spent unnecessarily when her custodial care alone is $6000. Unfortunately, Mr. Bailey's refusal to honor the coupon was just the beginning of the story. He gave me the number of the Goodman Amana Distributor in Waco. I found out from the local distributor that the retail price of the equipment he installed was $3700. Of course, Mr. Bailey doesn't pay retail so his actual cost would be considerably less. Even if you use the retail cost of equipment, I would have paid Mr. Bailey approximately $800 per hour for labor, a figure that is clearly totally out of line with customary charges. I obtained the name of another Goodman AC installer who examined the equipment and installation. The first comment made by the technician was that if any of his employees had done such work they would be fired. Mr. Bailey used all of the old wiring and tubing, some of it looks as if it is original to the house and 40 years old. The tubing is cracked in places and taped. He scorched the front of the air handler apparently welding the old tube to the air handler. He connected aluminum wiring to copper wiring without using antioxidative grease which created a fire hazard. The air handler was installed on degraded and mildewed flooring. He left a discarded water bottle in the airhandler closet. The outside compressor's was similarly connected to old wiring. The new company said that their price for the same equipment and installation would be $5500. The owner of the company said generally their product and services are in the mid-range for the Waco area. Not only did Mr. Bailey fail to honor his own coupon, but his charges appear to be $1500 over the average. The new AC technician identified several problems. Intake differential, humidity controls on digital thermostat and low freon in addition to the problems with the installation. They spent 2 hours adjusting the unit to try and get it cool efficiently. He even consulted with technical support for Goodman/Amana. The unit did operate well for about 4-5 hours but the old problems resurfaced later on in the evening. I have been in contact with the Technical Department of Goodman. They are going to try and help me by expediting a consumer complaint and to get a regional factory service representative evaluate the situation. I would just warn other consumers to be careful about who does your installation. Warranties are dependent in most cases on proper installation. Even though Goodman offers a Lifetime warranty on the compressor if the house remains in the names of the original purchaser, it is possible that a bad installation could void the warranty.
