"I was selling my house in NY and had an underground oil tank that needed to be abandoned properly prior to closing. I hired Optima Environmental to perform the job. The sales rep came out that day and walked down and discussed with me what needed to be done. I was in the process of moving when she came back and I signed the paperwork. I was then informed that a CO had never been obtained for the new oil tank which had been installed 3 years earlier.
