You can use acetone with a rag or a vinegar and water solution (1/2 cup of vinegar to 12 ounces of water) with a cloth to help you scrub away frosted spray glass. NEVER mix these two methods together, though, and always work in a well-ventilated area.
To remove painted-over hinges for replacement or paint removal, you should use a utility knife to score around the edges of the hinges gently. Work very carefully so as not to damage the surrounding area. From there, you can unscrew the hinges and gently pry them off the door, making sure not to bend the metal.
You can paint over cracked paint, but only if you properly sand down the damaged areas. Once the surface is as smooth as you can get it, clean the walls and let them dry before applying a new coat of paint.
