For the most part, homeowners don’t need permission to cut down a tree on their own private property. But there are some exceptions. If the tree is very large, very old, or protected for any reason (it’s a heritage species, for example), then you may need a permit in order to cut it down. Unfortunately, if you cut the top off a palm tree, it will die. Instead of budding or branching out, the top begins to slowly rot. That's why having a professional tree trimming at least twice a year is a good idea. If you don’t have experience with trimming your palm tree, you might accidentally cut the top off, leaving a dead and rotting tree in your wake.

If executed correctly your tree should survive after being transplanted to a new spot. However, effective transplanting requires six months, careful root pruning, safe transport to the new location, and replanting in prime soil conditions. You’ll also need an appropriately sized root ball for a complete tree transplant. A good rule of thumb is that, for every inch in diameter, your tree’s root ball needs to be around 11 inches. So a tree with a diameter of six inches needs a root ball of approximately 66 inches.

When a palm tree no longer produces new fronds and old fronds start turning yellow-brown, that’s a sign the tree is dying. However, transplanted palm trees can show these signs for the first several months as they re-establish themselves. It’s best to keep watering and not give up on the palm tree until a couple of seasons have passed and you’re sure it’s not coming back to life.
