"A and M Tree Services did an amazing job removing a lot of overgrown invasive bamboo I had in my backyard. They were on time, professional and courteous. They also cleaned up after themselves and had great communication throughout the entire process. Victor explained everything to me. His crew cut the bamboo out, used a stump grinder to destroy the roots and sprayed chemicals to ensure it wouldn’t return. "We cannot say enough good things about Jay’s Firewood and Mulch. This was our second time using them, and once again, they exceeded every expectation. If the trees are still alive and don’t pose any threat, you’re in the clear (but you may want to document and photograph everything in case events turn sour down the road).

But if a tree is visibly dead and near the property line, you should remove it to be safe. If a dead tree falls on a neighbor’s property, they may have grounds to sue for negligence. If any branches on trees have died, it’s a good idea to cut them back for similar reasons.

If you’re taking down a tree that you don’t suspect is affected by disease or pests and it’s nowhere near your home or other structures, then calling in a tree company should work fine. However, anything more involved means an arborist is a better option. These pros have years of experience with tree removal and can safely take down trees located next to structures, and they have the tools, sanitization equipment, and experience to remove sick or dying trees without infecting nearby trees. 

Since each tree is different, it’s impossible to say how long a dead tree can remain on your property. While it could be days, months, or even years, it’s highly likely that, at some point, the tree will fall. If executed correctly your tree should survive after being transplanted to a new spot. Any vegetation that grows within 10 feet or so of power lines will fall under the responsibility of the utility company, and they may trim or remove it as necessary. If you do move forward with your plan, try to choose a smaller ornamental tree, plant it as far away from the power lines as you can, and keep it trimmed to avoid future problems.
