Eventually, we had to take the issues to small claims/conciliation court, whereby the court awarded us the pre-paid money. With a handshake, Mr. Horton agreed to pay, but after which he did not follow through. In person, he agreed to settle several additional times. Unfortunately, payment has still not been received.
