We made the mistake of prepaying for painting and bathroom remodel services from Fredrick (Rik) Horton/Encompassarts. We had numerous issues with quality of work and no shows for appointments. Eventually, we had to take the issues to small claims/conciliation court, whereby the court awarded us the pre-paid money. With a handshake, Mr. Horton agreed to pay, but after which he did not follow through. In person, he agreed to settle several additional times. Unfortunately, payment has still not been received. If I had done my homework, I would have been aware of the Cease and Desist Order/fine of $7,500 for Fredrick Horton/Encompassarts by the Minnesota Department of Labor, Industry Construction Codes and Licensing Division, which can be found on their website at [*** Link removed ***] as well as the courts website as listed above.

This business defrauded us out of $400 and I would give him a strong negative review. I contacted Rik Horton in early February 2018 to arrange to paint my radiators while we were away at the end of March. He came recommended on this site and also by a neighbor on my street. He sent me a contract requiring a deposit and the contract clearly stated the project would be done by March 22nd. The project was not done even by March 27th, he said maybe it would be done by March 30th. When I said I was disappointed about the delay from the date stated in the contract he said I was being disrespectful and he would refund my $400 dollar deposit, which I have never received. I have attached the invoice. If you contact me I am happy to send you the text messages relating to this dispute, but in short, I would recommend finding one of the many honorable painters out there; this is not one of them.
