To remove solvent-based sealer, you can pressure wash the surface and wait for the concrete to dry. You may need a special remover product if you have a water-based concrete sealer. Another option is to etch and neutralize the concrete. 

Concrete sealers will help your garage floors resist water, but they will not make the floor waterproof. You will need to purchase a specific waterproof floor paint for concrete and apply several coats over several days if you want your garage floor to be truly impermeable. While the process is similar to sealing the floors, the materials are different, and the need for multiple coats will extend the process and drying time.

Unfortunately, concrete cracks happen, so there’s no surefire way to avoid them long-term. To slow down the cracking, apply a sealant every two to three years and use sand rather than salt to melt snow or ice. Using salt speeds up the freeze-thaw cycle, which may increase the likelihood of cracking. Although some concrete cracks are cosmetic, others can be more serious. Cracks wider than ⅛ inch or that extend through the slab are serious and can cause structural damage. If you notice these types of cracks in your concrete patio, contact a local contractor who installs concrete patios to inspect the damage and determine how to fix it.

It is not advisable to pour concrete directly on dirt. Even compacted soil—known as a subgrade—is not strong enough to maintain the form of concrete. You can, however, pour concrete over concrete as long as the overlay has proper bonding agents and the slab below is clear of damage.
