Some local authorities and building codes require that you secure concrete stairs to the foundation wall or to your concrete slab. Check with your local building department for guidance. For older homes without a foundation, you’ll need to install a new footing or base beneath the steps. For handy homeowners, concrete projects are DIYable, and DIYing is a good way to save on the cost of a concrete slab, walkway, or other concrete work. If you’re completing a larger project or one that’s subject to building codes, you should always hire a professional to ensure the job is done safely and correctly.
You should place a layer of thick landscaping fabric directly over the concrete slab and then a thin layer of leveling sand over that to protect the pavers from moisture. For border pavers, you should plan on locking them in place with polyurethane adhesive. This will prevent them from shifting under foot traffic.
Whether a concrete walkway or sidewalk needs rebar depends on how it will be used. Walkways and sidewalks meant for light foot traffic don’t need rebar, and you can use wire mesh instead. But concrete surfaces that will see heavy machinery will likely need it.
