"I hired this contractor, Kabuki Building and Construction, LLC, in April to build a small garage/carport to attach to my home. We agreed on a price and a completion date of May 11 and I paid the 50% deposit requested by cashiers check the next day. The contractor then told me he had filed the application for building permit. For the next few weeks I would ask for updates on the permit and I would be told that the hold up is due to red tape at the building department and I was assured he was doing all he could to expedite the process. A month beyond the agreed on build date I finally checked with the building department to see the status of my building permit. I was told there was not an application filed on my address. I tried to contact the contractor to discuss this but he did not respond to my attempts to call and text. I finally emailed through Angi, the site I found him on and asked for my money back. He responded and said he would call me as he wanted to be transparent about what was going on. He called me the next day after I'd been hounding him for information. He told me during that phone call that the hold up had been that he wasn't actually licensed to work in Indian River County even though on our initial contact he said he was. He said he was embarrassed about the situation and that is why he had been avoiding contacting me. He said everything was in order now and he could proceed with the project and begged me to continue working with him. I gave in but told him I needed the project completed by June 25 as I was spending over 800.00 per month on storage items that needed to be in the garage. I was assured it would be done by this date. On June 15 I called the contractor to let him know the Building department is still telling me there is no permit filed for my address. He told me there were missing documents and he would email them to me for my signature. I told him I would meet him at the building department to make sure all of the paperwork would be completed and accurate. When meeting him there he expressed again that the hold up on the permit was all the "red tape" and the fault of the building department. ( I found out later this was when the application was first filed June 16) He never admitted that to me, the building department actually told me. I reminded him again that if he couldn't complete the job by the 25th that we need to just end the job and refund my money. He said he could get the job done and refused to refund my money. The 25th of June came and went with no word from him. The building department told me again there was no permit for my application, I told them I was with the contractor when we had the notice of commencement recorded at the courthouse. They still said there was not permit application for my address for review. I found out later again that the permit application was full of errors, never correctly submitted and they tried to have the contractor come in and correct the issues with no success. To cut the story short I contactedMr. Dean at Kabuki and told him that in light of the events we did not have a positive working relationship and it was time to cut the ties and refund my deposit. This was on July 1, 2025, he agreed to cancel our agreement and told me he would refund my deposit by mail the following day. I told him I couldn't trust him to keep his word so I would meet him at the location of his choice the next day to collect my deposit in person. I have made multiple attempts to contact him from that point on with no responses. I have even filed a certified demand for payment and today is the 14th with no response in two weeks. This company is literally forcing me to file suit to get my refund returned."
