We never saw a sample and the color with our original choice was applied to about a third of the house and we decided the color wasn't quite what we wanted and we asked about the sample we were supposed to see first. It ended up costing us a significant amount of money to redo the stucco in a different color, despite us not having seen a sample we were told we would be able to see first."

Yes, you can apply stucco directly over brick, and the rough texture of the brick should be enough for the stucco to adhere to, even without a binding agent. The thicker portions that fill in the mortar joints will cure more slowly than the thinner portions over the brick faces.
