"Javier installed floor before in my house. My stairs needed sanding and stain and a section of the floor needed repair. I called Javier for the job. For any hardwood floor issues I will always call him b/c his prices are good, he is on time and does a really good job. The toilet flange anchors to the subfloor, usually with wood screws or cement screws, but most of it should sit above floor level at full height. When a flange is flush with the subfloor or below it, it can lead to the creation of leak paths.
