Provided you're using an appropriate starter fertilizer for grass seed, you can put down seeds and fertilizer at the same time. However, putting them down separately, one after the other, on the same day will help to avoid over- or under-applying the lawn food. Avoid using a fertilizer with weed control elements, as these will likely keep the grass seeds from starting.  

While hydroseeding is designed for bare soil, it is possible to apply it over an existing lawn with certain adjustments. For the new seed to be successful, it needs good seed-to-soil contact to germinate and take root. Without proper preparation, most of the new seed will fail to establish and will die. To hydroseed over existing grass, first mow the lawn as low as possible, then loosen and clear any exposed soil. It is also recommended to use a finer mulch mixture in the hydroseed spray, which helps the seeds penetrate the existing turf and reach the soil without suffocating the established grass.

While it’s possible to grow grass seeds by throwing them down, this isn’t the best way to plant them. Bermuda grass may be drought-resistant, but it still needs to be watered once or twice a week. The suggested amount of water Bermuda grass needs varies from season to season. Bermuda grass needs about 1 inch of water a week in summer, fall, and winter; it needs up to ¾ inch in spring.
