While most stains will be dry to the touch within 12 hours, it can take up to 48 hours to fully cure. That means that while your stain might not be sticky within 12 hours, it’s still not recommended to get it wet or touch it until it’s had a chance to set for at least 24 to 48 hours.
You shouldn't paint a metal fence. Painting doesn't necessarily damage a corrugated metal fence, but these types of fences are meant to flex, and paint can easily chip and break off. Latex paints can address this issue, but those tend not to be very weather-resistant. Certain paints can trap moisture in the corrugation, which can rust the metal and lead to corrosion. You can apply stain over peeling stain, but it’s not a good idea. Your old stain will get in the way of your new stain bonding to the wood, so you’re likely going to see the same issue again shortly after application. Your best option is to sand off the old stain and clean the surface thoroughly before applying new stain.
You should repaint your fence every 1 to 3 years, depending on the appearance of wear and tear. Weather and usage will factor into how often you should paint another coat on your fence. If you need to replace a few fence boards or posts, you may want to consider repainting the fence to help protect the rest of the fence as well as the new pieces against damage and deterioration from being exposed to the elements.
