If the fence is on one neighbor’s property, that person is responsible for repairs, regardless of who benefits from the fence more. The other neighbor must keep trees and other obstacles from crossing the property line and affecting the fence. If the fence is directly on the property line, though, who owns a shared fence ? Removing fence posts that are set in concrete is something you can't do by hand. You will need an excavator, a strong post-puller, or a jackhammer. If you plan on recycling the concrete base, you may be able to cut the post out with a jackhammer and then set the new post in the existing base. However, it's usually better to remove both the fence post and concrete together. Due to the weight of concrete, you will need a hydraulic removal tool.

Regular maintenance for wire fencing includes annual inspections for rust or damage, tension adjustments every two to three years, and immediate repair of any breaks or loose sections. You should also regularly check the fence posts for stability, particularly after severe weather, and make sure to remove any vegetation growing along the fence line.

In many cities, you will need a permit to install a fence, especially for a fence taller than 6 feet. Check with your local government office to determine whether you’ll need a permit before installing a fence, along with any height or location restrictions.
