  • Choosing a budget-friendly flooring option, like laminate or vinyl flooring, and add rugs where necessary

A walkout basement is considered to be partially below grade because at least one wall is entirely exposed. In some cases and in specific municipalities, inspectors and appraisers will still count walkout basements as below grade, which means the space can’t serve as living space or be rented out. If you intend on using the area as living space or a separate apartment, you should check with your local building department to make sure it’s legal to do so.

A finished basement does not always count as square footage, though this varies by state regulations. You may live in an area that allows for below-grade spaces to be considered in a home's official square footage. In those cases, the basement must meet certain conditions, like having a functional egress and being a livable space with flooring, finished walls, and temperature control.
