Yes, it's best to use a carbide-tipped masonry bit when drilling into concrete. These bits are harder and more durable than standard bits, so they're designed for drilling into tough surfaces like concrete. A different bit is likely to break and pose a safety hazard so you'll definitely want to stick with one that's specially designed for concrete. 

In most cases, you will need a building permit for cement work on your property. You need a permit for any project that adds a permanent foundation on your property—which, in most cases, includes even a flat slab of concrete poured directly on the ground. Resurfacing gives your concrete a fresh, like-new appearance without needing a full replacement.

When the concrete is severely cracked, sinking, or otherwise structurally unsound, replacing it might be your best option. Replacement ensures the safety and longevity of the surface in this case.
