Upon further inspection they discovered the multiple issues could be fixed without the upgrade, so they did all the repairs and smaller upgrades and installations (to circumvent future issues which I wouldn't have foreseen but which other "handy" people have told me were really smart), and now I can run both window AC units while washing and drying clothes and pecking at my big computer, simultaneously!
