You can wallpaper and paint over certain types of wallpaper, but it’s usually a better idea to remove it first. Removing the wallpaper and prepping the wall before painting is a good way to guarantee a smooth finish that looks professional. Peel-and-stick wallpaper isn’t the best choice to cover wood paneling. Because paneling has a textured, uneven surface with grooves and peel-and-stick wallpaper has weaker adhesive than traditional wallpaper, you’d need to do a significant amount of prep work to get the wallpaper to lay flat and adhere properly. Peel-and-stick wallpaper works best on painted or primed drywall without a textured finish.

The average cost to hire a professional wallpaper hanger is around $575 per room, but it’s not uncommon to see prices range from $175 to $1,400 or more for a single room. Your total project cost depends on the wallpaper quality, room type and size, and whether you must remove old wallpaper. Since room size is one of the most significant cost factors, you can use a price between $1 and $7 per square foot to estimate your wallpapering labor cost.

If you prefer peel-and-stick to traditional wallpaper, you can skip the priming process. Many manufacturers don't require an additional primer if you’re installing peel-and-stick wallpaper to painted walls. However, if you’re applying peel-and-stick wallpaper to unfinished drywall, you’ll need to apply a primer first.

We don’t recommend wallpapering over older paper. That’s because creating layers of glue can invite bubbling or excess moisture on the wall’s surface. You should also prime your wall before applying wallpaper and smooth the wall as much as you can, and another layer of wallpaper complicates this process.
