The number of bags of topsoil you need depends on the depth you’re filling. The average topsoil is sold in a roughly forty-pound bag, covering 12 square feet at a one-inch depth. Since topsoil is by nature the uppermost layer of soil, you can bet on only needing to fill about 4 to 8 inches of soil depth with it.

Weeds can grow through rubber mulch, but it depends on if you removed all the weeds in your garden beforehand. Weeds already in the soil can grow even when using rubber mulch. Finer mulch prevents weeds more effectively than large mulch, so if you’re using mulched leaves or shredded bark, 1 to 2 inches will likely suffice, while 3 to 4 inches is best for larger mulch, like bark chips or straw.

Mulching any time of year can be beneficial, so you can choose based on your preference. Most homeowners avoid the winter and summer because of the uncomfortable temperatures, so spring and fall are often best. Try not to mulch right before heavy rainfall or a big storm is expected, as wind and runoff can move newly laid mulch around and make more work for you.
