"Plumber arrived within an hour. The problem was fixed as far as I can tell. The work took three hours which I believe was justified. I am satisfied with the quality of the work. I thought $90 an hour was a little high but that seems to be the way of everything now days."

You definitely can over-tighten toilet tank bolts. Unlike some other materials, porcelain can’t bend or flex, so when you over-tighten a screw into it, it could break against the added pressure. Only tighten them as much as needed to keep them in place and firm; any more and you could risk breaking the porcelain.

You can tell if your toilet fill valve is full by removing the lid and taking a look. When you flush the toilet, the float is at the bottom of the tank, the water empties, and the fill valve opens.
