The issue was blockage in the fuel line to the carburetor, which took a removal of the part and an overnight soak to fix. Once the soak was complete, the blockage was removed from the carburetor via compressed air, and placed back onto the engine. The engine fired right up, but it appears that a previous owner had covered a hole in the carburetor pan with some tape. As this is unsafe, the recommendation was replacement, and the provider left to order the part.
About an hour later, the provider called back to say that He had found a suitable replacement at a local shop, and we could complete the job today. He came back, replaced the impacted part, and ran through an engine test run.
Despite the lengthy diagnostic time and effort, the provider stuck to the original quoted price which was very reasonable given the time investment in determining the issue.
