I called this company in early June of 2009, requesting a quote for a full house insulation. They were provided with a set of plans, on the plans there was a call for interior wall insulation for soundproofing. Contractor (Eric) provided quote according to plans. Construction began. On 6-22-09, the city of Eugene failed the inspection for underfloor framing, due to lack of continuous support. Without any communication from me, the homeowner and General contractor, Home Insulation showed up on site early in the morning of 6-23-09, and insulated the underfloor. They were not called by me, they arrived at the request of the framer, who was not authorized. No attempts at communication were made by either the framer or Eric (home insulation), they just showed up and proceeded to cover all the terrible work done by Chris Latini and Noah Lacey. (This underfloor framing inspection still has not passed). Ironically, the inspection for the underfloor insulation was then called in and passed by the city. The results of the failed inspections were provided to Chris Latini and Noah Lacey, the framers, who continued work on the structure. Home insulation cut off contact with myself, the homeowner and person who accepted the quote, instead choosing to work with the Rouge framer. Mr Latini was never authorized to act upon my behalf, yet The owners of Home Insulation were quick to respond to Mr. Latini's requests - covering up evidence of scrap wood used to frame, trusses that were cut apart and coming apart, and assisting Mr. Latini and Mr. Lacey in knowingly covering the factory out wood, shoddy workmanship and construction practices that do not meet code. Insulation does much more than retains heating and cooling. It covers up structural defects- in my case, very dangerous ones. To add insult to injury, The work done by Home Insulation did not even follow the plans they quoted off of. There was no interior insulation for soundproofing as the plans outlined. Not a single time were the services I accepted on the quote provided at my direction, and when I contacted Home Insulation regarding the lack of interior insulation, the response I was given was that I didn't ask for it. It was hard to ask when no communication occured between us- Home insulation chose to work with a framer instead, without my permission. Upon finding evidence of the serious structural defects in the home, a plethora of failed inspections where corrections were hampered by the covering of the insulation, I fired this contractor. 7 Months later I received a bill for the full amount of the quote. The quote that I signed. It seems shocking to me that once I signed this quote, I was cut out of the picture completely, and services were not provided in the manner I asked. The same month I received the bill from Home Insulation, I also received my first EWEB bill. As the framing cracked apart and the underfloor began to twist, one month bill for heating with a brand new energy efficient HVAC system and the Home Insulation provided Insulation? $589.00 Home insulation is hiding behind working on 'good faith' of Chris Latini and Noah Lacey. The contract was with me, but that doesn't seem to matter. I was told that contracts are nothing more than 'technicalities'. As shocked as I still am, it seems that in the construction business in the Eugene area, this statement actually holds true.
