At no time did a journeyman plumber EVER go under my building. The owner of the company, Gary Mustin, was out of the state on a family crisis the first 2 weeks of the job. He did not hire a supervising journeyman plumber to cover in his absence. He did hire an elderly journeyman plumber to stand by during three different building inspections, but this man never crawled under the building on a single occassion.
Because of the amount of piping installed under the building, we were expecting "sweeping 90s" to be used on turns in the pipes, not sharp 90s. A sweeping 90 makes a 90 degree turn, but gently, so there are not sharp turns where sewage can get hung up. Gary instructed his crew to use sharp 90s under the building, in every instance, as 1) it is a cheaper pipe to install and 2) use of this design is sort of a built-in work generator for the future.
During the bidding process, I felt Gary's bid came in rather high and I discussed this with him. He justified his bill, in part, by telling me that the hook up of the new sewer line had to take place within an existing manhole, which required the building of a special box to contain the new hook up, and much more extensive boring thru extensive thick concrete, like 3-4 inches. In point of fact, the line ended up run to a completely different place in my parking lot, and was directly cut in to the city's main sewage line. This meant that the special box that Gary said was needed was not built AND the boring done amounted to 1 1/2-2 inches, considerably less than he had stated. Finally, he had also told me that to do this hook up that he would have to hire traffic control flaggers. I was present on the day this work took place, and there were no traffic control flaggers on site, ever. Furthermorre, I was never consulted on the move of the location of the new sewage line. I was told it would run diagonally across the lot, which I agreed to. The first I knew that the location had been changed was when I showed up one morning to check on things, and half the trench had already been backhowed out in a completely different place.
Another really special part of Gary's work: I was told that the tenants would be unable to use their water and sewer fro 8-4, Monday thru Friday, but at the end of EVERY workday, the pipes would be reconnected so tenants had full services again.
What did, in fact, happen, is that the one apprentice who had the most experience was pulled off my job and sent else where on other jobs. At the end of the work day, the other apprentices either did not know how to reconnect the pipes OR were unwilling to do so. So, for a minimum of at least 3 nights, the 12 apartment dwellers used ALL services in their apartments, and it all flowed directly under the building. Futher, Gary bought a residential rated sewage pump (ie. for a single family home) and used it to attempt to pump sewage on some occassions when the primary sewage line was not hooked up. The sewage pump promptly burned out. He attempted to bill me for this pump (a Liberty Pump, LE40 Series) which Amazon sells, shipping included for under $240. Gary billed me $795 for this item on his bill.
None of the sewage dumped under my building has been cleaned up. Cut out chunks of old pipe that my contract specified had to be removed are still under the building. The building inspector required Gary to replace the vapor barrrier with 6 ml. plastic; he used 2 mil. I have a gaping hole in a storage room with pipe exposed that was to be filled in with gravel and has not been. An area in which concrete had to be removed and then replaced after pipe work was completed is disfigured; Gary used a backhoe to pull out chunks of concrete not a jack hammer. And finally, he has billed me for $26K in "extras" (including $12K) in sewage cleanup on top of the original $41K contract. There is presently, at this moment, a 5 gallon paint bucket sitting under this building (far away from the inspectors path) that is completely filled up with raw sewage. Gary informed me that it was my reponsibility to deal with this.
Run, do not walk, away from this guy. He lies, cheats, and I am going after his license with the CCB. This wasn't negligence; its was outright fraud.
UPDATE: Septermber 12, 2013: just had an electrician spend 2 days at this building chasing an electrical current "leak" showing up the showers of 4 of the apartments which Gary's work affected. (Tenants complained of feeling tingly when showering!) He finally located an electric leak from a wire in the wall that Gary had open in one downstairs apartment. The electrician said he could not guarantee this was the cause of the problem, but once he discontinued power to the breaker serving the electric ceiling heat, there was no more leak. He stated it was probable that when the plumbing work was done, they nailed or stapled thru an electrical line and those lines are right next the water lines. The only was to verify Gary was responsible was to open the wall all over again, and since the problem was solved, I wasn't about to do that.
Thought it was ok & the price was very reasonable.
Called them Feb. 17 as they are 24 hr. service, to come back for the same drains. They
had been told on the first visit that many years ago the pipes required a
very long "snake" to completely unblock. They did not use one in
Oct. Pipes are again backed up. To come out the next day, i.e. Feb.
18, Presidents' Day, they would have charged double. So, they said they'd be out between
7-8 a.m., Feb. 19. When still a no show at 8 a.m, I called & it
was as if they had no idea about the work order. Said they'd send
someone right away. By 9, still no plumber. When I called (they didn't
let me know they were tied up), they said they didn't know when they
could get here.
They are now on my list of service people NOT TO CALL.
When you have a gas hot water heater, you need a plumber to turn it off and on. He would show up and turn it on in the morning so that I could do laundry and shower. Then he would come back later, when the work needed to be done, and turn it off again. They were great!
