You can tell if your toilet fill valve is full by removing the lid and taking a look. When you flush the toilet, the float is at the bottom of the tank, the water empties, and the fill valve opens. The float rises to the top as the tank fills again with water. When the float rises to the right level, the fill valve closes; if the valve is too high, your toilet may only partially flush, requiring you to adjust the float. 

If nothing is coming out of your faucet, you could have frozen pipes, a clogged faucet, or your water supply could be shut off. First, check your shut-off valves. Your toilet handle might not come back up if the nut is loose or the bolt threads are stripped. Try to tighten the mounting nut and wrap plumber’s tape around the handle bolt to fix stripped threads. It’s possible the handle was improperly installed. If that’s the case, you can use the instructions above to correct the handle’s position. 

If a bolt at the bottom of your toilet tank is loose, it can directly cause a leak. If a bolt securing the toilet base to the floor is loose, it won’t directly cause a leak but can lead to the same result over time. That’s because the loose bolts will eventually move the wax seal or cause cracks in the bowl from the toilet being wobbly.

Putting caulk around a toilet’s base where it touches the flooring can help hold the toilet in place. A more effective way is using caulk with plastic shim wedges. Place the shims underneath the base to steady and stabilize the toilet. Add some caulk to help keep the shims in place and provide a stronger and more lasting stabilization effect.
