You should place a layer of thick landscaping fabric directly over the concrete slab and then a thin layer of leveling sand over that to protect the pavers from moisture. The stones do not work well on uneven ground. If the stones are not buried into the ground and made level upon installation, they almost certainly will shift or crack on uneven ground.
