It was a horrible experience! Approximately two years ago we contracted Jeff Mogan, with JM Design Group at the time, to remodel our kitchen. Although it took him 3 months longer than promised to finish the job, we were overall pleased with the job and the final cost was close to his original quote. I do not know what happened since then, but this most recent job was a disaster! Jeff informed us that he had built/remodeled several decks in the past and would have the job completed in a few weeks. From the start, he rarely showed up at the time promised with many days not showing up at all. One of his workers even showed up on the job site intoxicated making my wife very nervous. I gave him a him a total of 7 checks over a period of 6 1/2 weeks totaling $20,800. Not until he was half way into the job did we discover that the majority of his work was not done properly or to code. For instance, the posts on the steps were 33" apart and needed to be at least 36" for code. The post for the hand rails were too short to attach a rail and still have a cap as we requested. The subfloor was 1/2" plywood and had to be at least 3/4" to support the tile. The plywood was not covered for several weeks and warped due to rain. He applied Redguard to the outside plywood for waterproofing which we later discovered would never prevent leaking in our outside structure. We requested a permit, he did not comply. We requested detailed invoices of exactly what we have paid for to date. He did not comply. The list goes on and on!! After researching the proper method to build, support and waterproof a outside deck, we confronted Jeff. He continued to state that he was going to remedy these issues, however he did not. After several emails and phone calls from myself and my wife insisting on him correcting all the issues, he still did not comply. He requested a meeting with us in October to see what he could do to "make it right". We have not heard from him since with the offer of any remedy or restitution. We had to hire a new deck contractor who removed the entire deck and steps in order to build it to code. We hired a new tile contractor who has now properly installed the tile and waterproofing. The only items we were able to salvage from the $20,800 we distributed to his company was $1,200 worth of tile. The remainder was a complete loss. Description of Work: Owner/ contractor, Jeff Mogan, was contracted by us on 6/17/2014 to finish and install an outdoor deck, support structure with hand rails and proper subfloor with membrane. The work was also to include tile surface flooring with appropriate sealant, trim work on all posts with arches painted and sealant. His company was to prewire and install 10 can lights, 2 fans (exterior grade), with TV prewire and cable run. They were to install steps with 2 landings and install T & G ceiling with sealer on the underside of the deck. The entire project was to convert our once normal outside deck to a nicely finished water proof covered deck area with lighting and electrical.
