On July 20, 2016, I entered into a contract with Hilltop for the construction of vinyl swimming pool. According to the Agreement, all work was to be performed for $33,300.00. According to the terms listed in the Agreement, I was to pay $1,665.00 as an earnest deposit as well as for planning and permitting of the Project. Other progress payments were to be made at certain points during the construction of the Project. However, soon after the Agreement was executed, I began to experience significant delays and excuses from Hilltop during the permitting process. Contractors are generally required to perform work in a workmanlike manner and otherwise comply with the terms and promises identified in their contract. Specifically, the Agreement provides that Hilltop agrees to "commence work as soon as practicable after the signing of this Contract and shall use best efforts and work diligently on construction and completion of the pool." Hilltop, however, failed to comply with these obligations with respect to the Project. We discussed during our initial meeting that the septic lines would need to be moved. I provided Hilltop with the septic layout on June 22, 2016 and the property plat on July 7, 2016. Prior to hiring Hilltop I contacted the Environmental Health Services to get an idea of everything that would need to be done for my project. They informed me that the pool install and septic reroute had to be applied for at the same time. Hilltop refused to apply for both even though EHS said this was required. Hilltop claimed they emailed someone at the building department for verbal approval. I called the building department and spoke with 3 people from 2 dept's and they stated that this procedure was only allowed in person and not through email. Hilltop finally initiated contact with the building department on August 25, 2016 after the owner and I had a discussion about project delays that morning. A conversation that included him telling me that my issues were "white noise" to him. Hilltop received a vague response from the building department indicating that "if" the pool is 5' from the property line then it should be fine. Clearly Hilltop did not provide the plat layout with the pool location so I didn't understand why I had to wait over a month for this generic response that would apply to any property. Also, they received this response within 30 minutes and did not inform me of this "approval" for 4 more days. Instead of waiting on Hilltop I made an attempt to apply for the pool/reroute on August 24, 2016. There was no additional paperwork for the septic reroute. The only requirement for the septic was a single sentence written at the bottom of the pool application stating that I would be moving septic lines and an additional fee. The application, however, would not be accepted because the scale drawings provided by Hilltop were missing dimensions. I asked for the dimensions the same day but did not receive them until about a week later. During the month of September, little to no additional assistance or progress was made on the Project and excavation still had not taken place. Fed up with the lack of progress, lack of assistance and the owner's crass attitude and language on our final phone call where I was called "cheap" on October 4, 2016, I terminated the Agreement and asked for my initial deposit back. To this date, Hilltop has not returned my initial deposit. Due to the significant delays and lack of diligence in prosecuting the construction of the Project, I was delayed in the enjoyment of my pool after having to hire a new contractor to construct the pool promised by Hilltop. I ended up hiring Pure Pools LLC in Lawrenceville, Ga. My experience with them has been stellar compared to Hilltop. I would highly recommend Pure Pools

Excellent! I received four bids, all from reputable pool builders in the Atlanta area. Hilltop gave the best estimate, so I went with Hilltop. The entire team was great to work with. From John in sales, to Jessica in scheduling and Shane in construction, everything went great! And when two construction problems came up, the company embraced and resolved them - no hesitation or problem at all. Follow up questions and concerns have been addressed as well. They were absolute professionals from day one.  They kept a great level of communication and did exactly what they promised to do, on time and within the budget that was set.  The communication from Hilltop was tremendously important because the summer the work was done had the most rain in probably 30 years.  It extended the construction time significantly, but Hilltop was there every day that the weather allowed, and even some days when it was just pouring rain. The subcontractors who installed our retaining wall set up "tents" over the work area and worked in the rain to help us get the pool finished as quickly as possible.
The quality of the workmanship was as good as could be with no shortcuts or skimping at all.  All of the staff at Hilltop from Jessica, Shane, Matt and even Brian the owner, were engaged and seemed to have only our satisfaction in mind.
Hilltop is NOT the cheapest pool contractor in our market, but we weren't looking for a low value installation of  something as complex and as a swimming pool. The quality of the workmanship and materials were outstanding.

When you buy a TV you get full instructions on how to care for the TV and troubleshooting.  When you buy a pool for 50,000 shouldn't you get full instructions in writing?
We wish you received images and someone to sit with us and explain different options with a clear, readable contract.

This particular swimming pool was designed and sold over the internet because our customer was living out of state at the time. We apologize if the size of our contract terms and conditions page was small. We are always pleased to send a larger copies and willing to go over each and every line of the contract, if requested. Our swimming pool contract contains a great deal of pertinent information regarding the swimming pool installation, drainage, irrigation, plus the inherent and often unexpected risks which may occur during a swimming pool installation. It also states exactly what we will do as part of our scope of work and what areas are out of our expertise. We suggest that a professional landscaper be used to perform the final grading, install drainage lines and complete the final drainage, repair/replace/install the irrigation, install outdoor lighting, install plants, ground cover, etc. We can recommend a great landscaper. Due to the slope in this yard, we built a stacked rock raised bond beam wall. Raised bond beam walls are useful and cost effective when dealing with a slope in the yard. The only time that the back of a raised bond beam wall is finished with stacked rock is when the back of the wall is exposed and constructed in a flat yard for aesthetic reasons only. Unfortunately, this was not the case in this customer’s yard. We have never installed stacked rock finish on the back of a raised beam wall where the back of the wall is buried in dirt. The area behind a raised bond beam wall is left at its original height or higher, and the only area where the back of the raised bond beam wall would be visible is where the wall slopes and the dirt sloped back down to the swimming pool level. These wall termination areas and the rebar bonding grid (which is required and inspected) are always easily hidden with the landscaping. We suggest that our customers visit our showroom to pick out their materials and look at pictures. We can also provide other swimming pools for our customers to look at, send pictures through email, or recommend each item. If our assistance was not adequate, we apologize. At the end of each project, we provide “pool school” for our customers. This service is provided by our Certified Pool Operator/Project Manager. We emphasize the importance of this meeting with our customers because we show you how to operate your swimming pool. We also suggest that each member of the family whom will be maintaining the swimming pool to be present. The “pool school” is vital because each swimming pool that we build is different and has its own specific operating instructions. We welcome our customers to call our C.P.O or our full-time office staff with any pool operation questions. Lastly, we thank you very much for providing photos of your swimming pool. Hilltop was a pleasure to work with from start to finish.  We set an appointment just to get a basic idea of what a pool would cost. Matt Miller came out looked at our yard and we sat down to discuss our options and budget.  Before Matt had left, he had designed a beautiful pool within our budget and we signed on that day.  No high pressure sales or upselling.  Hilltop exceeded our expectations by far.  Jessica in the office will keep you informed step by step.  Shane, our project manager kept the job moving smoothly throughout the whole process.  The subcontractors that Hilltop used were top-notch and very professional.  The pool design and the quality of construction more than exceeded our expectations.  We would not hesitate to use Hilltop Pools and Spas again.

We hired Hilltop to build our 10x24 inground vinyl liner pool and couldn't be happier. We really did our homework  before we decided for a contractor and the overall package offered by Hilltop was easily the most convincing. They gave us the second cheapest offer but seemed far more professional and serious than anybody else.
Living in Alpharetta, the process of getting all necessary permissions was somewhat of a nightmare. Nevertheless, Hilltop always stayed on top of it, kept us up to date and was always responsive to our questions. Once the permissions were granted it took them just three weeks to finish the project and the result is beautiful. Thanks especially to Jessica, Larry, Shane and Kelly for their friendly support and great workmanship.
If you want a pool, go with Hilltop. :o)
