Vinyl or PVC Fence Repair

I found this provider on Angi. After the initial on-site visit, I received a quote of $6076.50. After asking a few questions I was told the quote needed to be revised as the Brian's fiance, Tiffany, forgot to add screws, etc. Received revised quote of $6686.50. After some additional questions about listed materials it was determined that the quote was based on 6 ft pickets. I requested 8 ft pickets on the Angi website as well as during the on-site visit. I used the word "stockade" as I had been told that this is what 8 ft fences are called. Tiffany stated that this was an old word and so the quote was revised again to $7358.67. She also stated that she saw nothing of what I input on the Angi site. Tiffany asked for a $3000 deposit up front. Gave her $3000 cash on 4/17/25 and she added to Angi. I did not sign a contract but do have a quote for $7358.67. Tiffany stated to me that there wasn't a contract to sign so I assumed the quote was what we were working off. Brian started the job on 4/22/25. There were immediate issues such as him making a wave in the fence because there was a large root in the way of the next post. He moved the fence back from the line to avoid the root. He did this without asking me first. He showed it to me afterward. When I took a good look at it and complained he came up with the solution of adding pieces of 2x4 to the post so that the fence could be moved out and make it straighter. He was supposed to move the 4x4 post to one side of the root to get the fence back in line and remove the piece mill 2x4s. He dug a hole but never moved the post and now I see that the hole is filled in. This section of fence waves in and out from beginning to end; approximately 100 feet. There have been numerous issues with the pickets being slanted to one side or the other; not straight. They have been removed and straightened but some still don't appear straight. Some of the 4x4 posts have warped and moved the fence. This may be from leaving the posts for MANY days until the horizontal 2x4s and pickets were added. The fence on the left side of the backyard is supposed to attach to the neighbor's fence at the end of the yard; it does not. It's about 8 inches off. The fence on the right side of the back yard has similar issues. Some of the 4x4 posts have warped. The pickets were supposed to be lined up with an existing section of fencing but they don't. A broken piece was supposed to be removed but wasn't. When I pointed it out Brian removed the broken picket but did not replace that picket so there is a gap where the horizontal post doesn't meet the 4x4 post. As stated above, Brain started the job on 4/22/25. Per Tiffany, it was supposed to take 1 week. Tomorrow (7/22) starts week 14 (FOURTEEN). Typically, when Brian shows up it is late morning, i.e. 11:00 AM and he leaves around 2:00 PM. He has not worked at my house for a full 8 hour day EVER. He comes a couple of times a week for a couple of hours a day and then I don't see him for a few days to week or more. I never hear from him or Tiffany unless I reach out. If I call, I get a text message back. They often tell me that they will be here and they never show up or that she will come over the weekend to install more pickets, but she never shows. At this point I still don't have a single portion (wood, chain link or vinyl) of the project completed. I am not happy with how long the project has taken nor the quality of the work.

"Judy paid $3,000 deposit which at the time of accepting was accurate. After the deposit was paid Judy stated she wanted 8ft pickets not 6ft would changed the price and deposit. She never paid the difference for the deposit which changed from $3,000 to $4,400 for the install of privacy wood fence, chain link fence and vinyl fence. With us going over the amount she paid by $900.00 just for the privacy wood fence not including the $1400 we paid out of pocket to order the chain link fence. The privacy wood fence was built with 2 panels left not built because the customer stated the last 4x4 was leaning so before we could finish the last two panels we were going to remove that 4x4 that was warped because they are 12ft( which we told the customer repeatedly they will do that with that height) and we were going to remove and reinstall a new 4x4 and finish the last two panels. Once the privacy fence was getting close to be finished we went ahead and ordered the chain link without her paying the additional deposit amount( we just wanted to get it all completed) they told us it would take 1-2 weeks to come in. During the time we were waiting on it to come in and the vinyl clips for the vinyl fence to install Brian had a death in his family and had to go back home to Illinois to help his mom. I advised the customer what was going on and she seemed fine at the time. Told her we were still waiting on the fence to come in and as soon as he got back hopefully it would be in and we would get it installed. We later got an email from Angi stating the guest wanted a refund but there is no refund. She never paid us for labor she owes us an additional $900.00 for the material for the wood fence and then stated she wanted us to remove the fence which that is not going to happen. There is absolutely nothing wrong with her fence. I spoke to her after I received this notice and explained to her we would not be removing that fence and there is no refund and she owes us the additional amount for the material and the labor for that fence. I told her I would redo the invoice to remove the chain link fence and the vinyl fence and would remove the last two small panels on the wood fence and would invoice her for the just the labor for the privacy fence and the additional material we purchased for the wood fence with the receipts supplied. She said ok. Spoke to an attorney as well that is familiar with county code and they stated to just bill for the labor that was done and the extra material supplied to the fence installed. We returned the chain link fence we purchased and vinyl clips since she no longer wants us to install that fence."
