I paid Mr Charlie Hippie of Cardinal Construction & Roofing INC $9000.00 on August 26th 2021. He promised to start work in 2 weeks. Which was supposed to be on September 9 2021. He never did. I called him every week for 4 weeks and all he kept doing was giving me excuses upon excuses. He was supposed to finish my basement for my sick mother in Law to use as treatment. I am still trying to reach him as I write this review but he has refused to pick his phone call or respond to my messages.

We initially hired Cardinal Construction based on their good ratings and personal recommendations but have been disappointed with the amount of time they took to completed the work. The basement build was supposed to take 12-16 weeks and they are still not 100% complete going on week 36. Last night I got a call from a flooring subcontractor telling me he was forced to put a lien on my house because Cardinal Construction had not paid them for the flooring used in my project. We have paid Cardinal Construction all but the last 8% because they have not finished the punch list items. I am also very disappointed in the quality of Cardinal Constructions painting contractor, We had to get painters back out to repaint rooms that were not covered properly (primer showing through finish coat) and an entire alcove was not painted at all. I had to scrap paint off light switch/receptacle covers, hinges, doorknobs, and light fixtures.

A year later we are still trying to finish this project. Charley assured us this project would only take 4-5 months. He lied the entire process. He never showed up to inspect subcontractors work. We have had to spend thousands of dollars to get subcontractors to come out because Charley would not pay them. The electrician he sent out overloaded our fuse box. This caused our AC and Heat to go out constantly over the year. My daughter( after a year) is still unable to sleep in her room because HVAC isn’t complete. Charley would GHOST on us . He would say Windows, doors, cabinets were ordered or ready to be installed but in reality he hadn’t paid the subcontractors. So nothing was done. We built a sunroom on the back of our house. Charley didn’t order the windows or doors for this sunroom on time. So for 5 and half weeks we were unable to look or secure our house from elements or humans. We never got an apology. He is a liar and very unprofessional. I have texts and voice messages to back this up. He once even asked me “ if I was actually married to my husband.” Really? I can’t decide if he was hitting on me or deflecting from the fact that it had been two months since anyone had shown up. We started our renovation on a June 26th 2018. We are still waiting for HVAC , painting and other repairs to be finished.

I am honestly shocked that Charley receives any decent reviews recently based on my experiences with him over the past year. Even though the quality of some of the finished stages is really good, I attribute that to the individual subcontractors as opposed to Charley. I'll be providing individual reviews for them separately to give them their direct credit due. I'll try to allow that to be my only opinion and just present some facts related to our project for the rest of this review. We began a project in June 2018 that was estimated to be 16 weeks in length. I write this review in mid-May 2019 with the project still unfinished and no communication from Charley in weeks. We also have had multiple subcontractors contacting us stating that Charley has not paid them for their services. One HVAC contractor has threatened to place a lien on our house for funds that I have records of being paid to Charley from a combination of bank draws associated with the construction loan and direct payments from me for scope additions, none of which has been paid to the HVAC vendor as of this week for services performed around October 2018. This has led to us having a sunroom HVAC unit that is not connected or functional because the subcontractor will not come finish the installation until payment has been received (which I find justifiable from their perspective, but still nonetheless extremely inconvenient for our needs....summer is coming). I have not received any response from Charley on this matter since a text on April 18, and the HVAC subcontractor has informed me that Charley has stopped responding to them as well. I am in the process of speaking with attorneys to find my available courses of action to get a resolution on this situation based on documented timelines of communications, payments, work performed, unfinished work, etc. One last opinion based on the facts above...I'm incredibly disappointed that I have to publish a review like this and pursue possible legal action for what should have been a simple resolution and just honest, ethical business practices.

We had some damage due to storms, but knew we were due a new roof. I called Cardinal Construction based on a strong recommendation from a friend and a couple of other high profile roofing companies. From the estimate process through completion of the project (including clean-up), it was a 5-star construction experience. Charley and his crew were professional, punctual, and polite. Work was completed on schedule, extreme quality and within original estimate. Unlike other construction projects, this was painless from start to finish! Definite recommendation!

We are very happy with our updated kitchen and master bath. At the beginning, Charlie gave us a lot of good ideas for how to work with our existing space and budget. When we hired Charlie he told us it would take 2 weeks for drawings and another 2 weeks for permits and 4 weeks for construction... that was 8 weeks ago and we still don't have permits pulled. He told us he filed them... and then we found out that he actually didn't file them when he said... it was weeks later. He told us the city was holding up the process and there was nothing he could do. We finally talked to the city after 8 weeks and were told that what he filed was missing pages and not formatted so it was not readable. The city sent them back to Charlie almost 3 weeks ago. We are now being told the process has to start over. Over the last two weeks we were told that everything was in progress and moving along. That was not true either. Nothing we have been told has been true. It is now 2 months later and this project hasn't even begun. Today he quit because we wouldn't give him another $25,000 on a project he hasn't even started. This entire process has been a one untruth after another... its a disaster.

"I just want to take the opportunity to dispute the review above. [Member Name Removed] hired us to do the architectural drawings and paid us in full for those. We told him this process would take approximately 2 weeks to accomplish this. Once we had the drawings, we could then submit the plans to the city of Sugar Hill for permit. We mentioned that the permit process would take 2 - 3 weeks, because of fire marshal reviews and then on to the city for final approval. We submitted the correct information to the city, but they asked for a plat of the building, showing easements. We contacted [Member Information Removed], who works for [Member Name Removed], and asked her if she could get the building manager to email us a copy of the plat, so we could take that to Sugar Hill. With [Member Information Removed]'s and my persistence, it still took over a week just to get that information. We then submitted that over to the city for review. About a week later, we received comments from the city on what they still needed, and the big concern for them was what affect adding the 2 garage doors to the exterior of the building would do to the energy efficiency of the existing HVAC units. I then met with [Member Name Removed] and [Member Information Removed] to explain to them that we may have to get an HVAC engineer to do an audit and the findings may be to change out the existing units to larger ones. I called Mark Baumgart at the city to see if there were any alternatives to an energy audit. He was on Spring Break and wasn't able to get back with me for over a week. When he did call back, he said to go to an online application and insert building envelope energy details and see if we could just keep the existing system. That is where we are now, and I told both [Member Information Removed] and [Member Name Removed] that information yesterday. I also told them that I would have that complete that day and give that information over to the city. We did all of this in good faith, without a signed construction contract. At no time, did he sign a contract, nor did we send him an invoice for a deposit. The contract called for a $7,000 deposit (roughly 10% of the total price) upon signing of the contract. Since they didn't sign a contract, we never billed them for the deposit. We have always asked for roughly 10% deposit upon signing of contracts. This is used to mobilize and to give deposits to certain suppliers, who may have long lead times on items we need expedited. I can't think of a reason why a customer should ever give a contractor a 33% deposit. If potential clients would like to discuss this with me further, I would be happy to do so. We've been in business since 1999 and have always treated our customers well and have always done our best to provide the best service possible. Cardinal Construction, Inc. designed and built a custom home for our family.  This was the 4th project out of several that the company has completed for our family in the past 7 years.  We initially had Cardinal construct a 7 car separate garage for us on the property, partially built out of steel to house the vehicles over a finished basement area, which included a golf simulator.  One wing of the garage was finished space for a school area.  We then had them remodel our office building on-site and repave the driveways. Based on their expertise and quality in the 1st few projects, we hired them to build a home for us on that same property.  We started the process of planning the new home approximately 8 months before construction actually began.  With design considerations, city variances and permits, we wanted to make sure we had given every aspect proper attention.  While the project was expansive, the entire team at Cardinal was attentive, timely and put together the craftsman to deliver an exceptional quality home.  Some of the materials were sourced over seas, while other design aspects of the house were truly custom and built on-site.  We have been so happy with our home and the Cardinal team, that we continue to use them for various projects as they come up.

We were truly pleased and happy with Charley and Cardinal Construction.  We received several bids before deciding on Cardinal which we did so because of cost, professionalism, creativity (Charley went above and beyond with suggestions and extra touches that no one else, nor us had thought of) and time frame.  They started the job within a week of us hiring them and stayed close to the estimate of 6-8 weeks (minor set backs associated with permits with our city made Cardinal's job more challenging).  We were assigned Jim as the project manager of our job.  He was knowledgeable, accessible, and professional.  Cardinal completed the job as close to on time as possible, for the amount we discussed and the basement is amazing.  It doesn't even look like a basement (looks just like the upper floors with high ceilings and crown molding).   All of their subcontractors were great and professional.  I would highly recommend Cardinal Construction for remodeling of your home.  We will certainly hire them again!Ti
