This must be issued by your lender. Mr. Hall has the expertise to prepare IRS "Qualified Reports" and has been doing so for years. This expertise includes using the proper format and all proper IRS forms required for the assignment. Expertise comes from counsel from colleagues, applied application, as well as coursework.
