Yes, it’s possible to paint over stained wood. Keep in mind that you’ll need to remove as much of the remaining stain as possible before applying a new coat of paint. Choosing the best paint for kitchen cabinets comes down to your priorities and preferences, but you can use oil-based, water-based latex, or hybrid enamel paint.

When a window is painted shut, this means that paint has gotten into the cracks when window sashes or window frames were being painted. It’s pretty easy for this sort of thing to happen while painting, but sometimes homeowners will use paint to seal drafty windows, which will often cause them to get stuck shut.

While you can paint brick or concrete pavers, you shouldn’t. Even with a matte finishing paint, it still creates a reflective surface where sunlight bounces off. While you could conceivably select any paint finish, paintable wallpaper tends to look its best with a flat or eggshell finish. A higher gloss paint might make the texture pop more, but it can look a bit dated once the paint has dried. And don’t worry about whether a water-based latex paint will loosen the wallpaper. Paintable wallpaper has a coating that prevents this from happening, so using latex paints without applying an oil-based primer to seal things first is fine.

Dirty or not, you should always clean the wall beforehand. Even if the wall looks sparkling clean to the naked eye, it’s good practice to wipe it down with a damp rag and mild detergent. Leftover dirt, dust, and residue can create unsightly textures or interfere with the paint’s adherence to the wall. You’ll never regret cleaning it, but you might regret skipping this step.
