Ductless Mini-split A/C - Install or Replace

We had a split installed in May. We get the bill and the rebate was not applied correctly and was $250 more. Even though they didn't complete the job we paid the bill. We are currently still waiting ( middle of Nov) for them to finish the install and the $250 back. Been promised 3 times for this job to be finished and given many excuses from Brad. Also was told we would get the $250 back. Again, nothing. We do NOT recommend them even after years of service to in laws. We feel 6 months should have been long enough to finish the job and refund our $250.
