Dimensional Concrete

We hired Paul Porter (Dimensional Concrete, Dimensional Construction) to tear out and replace our front stairs, all sidewalks and to put in a new patio. We requested a written proposal and were told that it had been emailed to us. When we didn't receive it we gave him a different email address and again were told it was emailed to us. We never received a written proposal. Work was scheduled to begin 6/12/19, but no one showed up or called. We were able to get a hold of Paul later in the day and we were told he could begin the tear out on 6/13/19, which he began mid-afternoon. He caused a large amount of damage to our yard and also ran over our children's sandbox (and never mentioned it to us). He completed the tear out by 6/15/19, which was when he was to be paid 50% of the project cost, which we did. He was supposed to be out on 6/16/19 to begin framing, but he never showed up. We finally were able to get a hold of him that evening and he claimed he was in the hospital. Later in the week he had someone come out to start framing - this person was out for about 4 hours and completed about 40% of the framing. By 6/27/19 no further work had been done so we talked with Paul. He came out on 6/29/19 and poured a small strip of sidewalk, but stated that he ran into problems and would have to tear out all the concrete that had been poured. No work occurred for a few days, so called him on 7/3/19 and he stated he would be out at 8am on 7/5/19 to continue work. He never showed up on 7/5/19 (stated his trailer broke). He continued with more excuses and finally we had to hire another company to complete the work and we informed him of this on 7/14/19. We requested that he refund us 50% of what we had paid him since he completed nowhere near the amount of work we had paid him for, and we had to pay the new company extra to tear out what he had poured. Instead of replying to our request for a refund, he asked when could come pick up his materials. As of today (7/29/19) we have received no refund. Side note - the new contractors that were called out to complete our contract pointed out a handful of things that Paul did wrong (no felt between concrete and house joints, low quality concrete) and couldn't believe how badly he tore up our yard. The worst part of this entire experience is that we have two small children and for a full month our yard was torn up and unsafe for them to play in.
