Lost more than a week trying to figure out what this guys deal was. Ultimately contacted someone else.
"We informed him from the very beginning that we did not pull electrical permits by themselves, that only a home owner or licensed electrician can pull them in his jurisdiction. We can pull them as part of a permitting package in some jurisdictions but not in this case. He became confrontational so we stopped responding to his emails and calls."
