Initially, I hired Tim to install a new chandelier at my home, for the bid, he arrived on-time and was very responsive in providing me with a verbal quote of $600.  Upon the day of the install, he needed so much babysitting, my father and myself were his little assistants (even though he brought his own assistant) driving him around to search for parts.  
This was all going to be fine if he had actually done a good job in the install since he was such a charismatic guy.  Since we did enjoy talking and asking questions about additional home improvement projects that he can offer us. The talking included Tim's attempt to up sell his services and  continuously getting sidetracked.  Since he was so good at losing focus, he also ended up switching some outdoor light fixtures and inspected the heat pump.
For the chandelier, the actual install took 3 days!! On top of that, the ceiling around the chandelier was marked by dirty hand prints.  This mistake took him additional time, and my time to buy appropriate paint to fix.  The lack of willingness to fix his own mistakes really left a bad taste in my mouth.
Two of the outdoor fixtures had electrical issues and needed to be rewired.  He had a electrician inspected the lights and told me that in the end, everything will cost me $950 instead of $600.  Thinking that the additional cost included all the light fixtures, I agreed.  Upon payment, he agreed to return soon to repaint the ceiling and also repair the light fixture when the electrician becomes available.
Over a month would go by with lots of texting, messages asking when he will return to finish the work before he shows up at my door step without an appointment.  I expressed my dissatisfaction with his lack of follow-through on the light fixture when he mentioned that he needed more time to figure out the best tackle the issue so I don't have to "spent too much money"?  I tole him that I am confused by his comment as I have already paid for that.  That's when he came back saying that rewiring would cost even more.  What?? that was not what I was told and I was of course furious.
In the end, I very unhappy with the following
- No written quotes to specify the scope of the project and price
- Disorganized and needing too much attention and our time
- Lack of customer service when a mistake was made on his end
- Over promising and under delivering
