This IS NOT a bad review you want to ignore as possibly being an issue with the customer (me).  I previously worked for a builder and am comfortable reviewing all of the license and L&I info online BEFORE you hire a contractor. (he explained the 1 violation on his report at the time)
I chose this electrician because he offered good suggestions for changes/additions to a home we are renovating as a rental property.  He claimed he takes his time to do things right.  He was leaving a larger company to restart his own electrical service company.  My impression was he was a one man company and the work we had agreed on would be done by the electrician I did the planning with. July 2 he came to do the electric panel replacement by himself.  During the day while I was not there a neighbor interrupted his work because the neighbor falsely thought we were about to remove trees (no) and called code enforcement.  Code enforcement quickly focused on my electrician (no tree work being done!) and he did not have the permit on site as is required. I'm still not sure if he had applied for it online but just didn't get a copy  to post or if he scrambled to have it the next day.  July 3 he had an additional electrician working while he left for several hours, probably getting the permit.  My window installers started working also that day.  July 4 the window installers decided to work and the electrician also wanted to complete the job on the 4th.  During part of the day there were 4 people working on my electrical improvements.  At least two were from the company that Billy Walker had just left.and they had the day off.  I overheard a conversation between two of the guys that sounded like one of them was in the process of getting his license reinstated!  I don't believe any of these other 3 electricians were covered by any L&I through Walker Electric. During the day electrical service was cut to the window installers several times.  The electricians blasted their music and were scrambling around the place with a goal to get it done and move on to their July 4 plans.  July 5 I was there for the permit follow up electrical inspection.  The inspector looked at the new panel, told Billy to put a cover plate on the in floor heating junction boxes and never checked anything in the attic or crawl space.
Hindsight and time to discover the problems!
-My husband was not able to install the new kitchen light because the switch does not shut off the power.  -The light junction box I asked to be removed had the coverings taken care of but the wires are still live and I am not able to patch the wallboard.-When the meter reader came out weeks later we found out the meter had been put in UPSIDE DOWN - one of the GFI outlets is not working- Junction boxes added in the attic were not covered - attic insulation was left pulled away from several of the recessed lights. - My son's iphone charger disappeared on the 4th when there were 4 electricians and 2 window installers at the house.
Billy Walker does not do his job with care, does not take his time to do it right, does not recheck his work. He invited additional electricians onto my property without my permission and who were probably not covered by the proper L&I insurance.  He said there was no problem coming back to finish wiring the in floor heat when I was ready.  NO CUSTOMER SERVICE.  More than two months later and repeated calls to leave messages (he doesn't answer) and he has not responded!  The electrical inspector also called him at least twice after I called the L&I office responsible for the electrical inspection that missed the meter being in upside down, even though he had to put a sticker on it!
I have no choice but to hire another electrician ($$$$!) to correct the problems left by Walker Electric and to inspect all of the work done by Walker Electric because I can't trust the state electrical inspector to do his job thoroughly!  
Bottom line.  Get him to bid your job to give you good ideas, hire someone else to do the work responsibly! Small jobs, maybe.
