Our entire experience with this company was a nightmare. I keep thinking I will wake up and they will do the right thing (remove/replace the soil mound topping), but, unless we sue them or have another contractor perform the work, we are stuck with a 30'x70' mound of unclean fill or co-mingled construction debris. 
Bullies on Bulldozers. This aptly describes this contractor. They do not listen nor do they communicate. We have many complaints but the main one is that they dumped 4 truckloads of co-mingled construction debris on our OSS pressure mound. The plan, as approved by the Whatcom County Health Department, specifies topsoil. Topsoil is not easily defined but it is NOT supposed to contain lead or asbestos which were within the "dirt" they dumped. The bid stated: " dirt to cover drainfield sand... All material is guaranteed to be as specified and the work will be performed in accordance with the drawings and specifications submitted for the above work, if applicable, and completed in a substantial workmanlike manner...." This does not conform to the approved specified plan; it is garbage that is neither clean fill nor yard debris. It needed to be hauled to the landfill. They lied to to the WCHD telling them that we okayed this (not true) and later said that they removed it all. BS! We can still dig and find all sorts of junk. Then, in a court of law, they stated that we "planted" this evidence.This is just plain wrong and a false accusation. They even told the WCHD that nothing can grow on this hard-packed clay garbage that they insist is topsoil. We lost our small claims case as judge said that although the bid says dirt, he could find all sorts of garbage in his backyard (HUH?????) dirt. 
Now, we are expected to dig up horsetail they imported in the dirt (no mound should contain a cover with extensive root system and we all know about horsetail). And, WCHD says we are to sow grass seed to cover the mound but it is choked with weeds that were also in the dirt, weeds that we have never had on this property. I think this is a classic case of a "wink and a nod" collusion between county employees and contractors. 
We could spend upwards of $5k to have it replaced with topsoil but we already spent $15k on this system. When they began dumping this garbage, my husband protested when he saw old pipes, asphalt and concrete chunks poking out. They told him to back off and not interfere. Then, Jake Breakey told me to tell him to back off, that the dirt was okay in a pleading manner. They then packed this mound topping with a bucket so it would look good. I found chunks of hard clay so they raked it out and reassured us that the dirt was fine. We have since been informed that this type of fill can be used under a house or road but not on a mound. I called a number of local contractors on the approved list from the Whatcom County Health Department who said they use screened topsoil. Four contractors visited our site and were appalled by what they saw. 
Save yourself some grief and problems by hiring another contractor. NOT RECOMMENDED!!!!
