I live in a townhouse with a sunken drive way and pooling water due to over grown tree root, and when I reported the problem to HOA manager Coral Cardon of Morrismanagement back in March 2013, the initial response was to hire a driveway specialist, and have them take a look at it. After about 6 months of periodic status update emails to Coral, nothing was done, and she insist nothing was wrong with the tree root or the condition of the driveway, and all she could provide was a french drain and file down the edge to mediate trip hazards. after she spent 200 dollars on the job, the problem was still there. Since my parents owns the place, they refuse to deal with me further, and they also refuse to provide any legal document for me so I could legally represent my parents. And for the last 7 years i've stayed there, they've never contact me when I make HOA payment with my name on the check, even though I am not the owner of the place; yet, when problem arise in a common area, they quickly pulled out the ownership BS.
