Green Mountain Custom Builders LLC

I hired Joe Heim to install new construction windows. He charged me $315 for insulating the master bedroom without an authorized work change order agreement. The contract states, "Work change orders in the nature of additions or modifications of the contract must be authoized by a work change order signed by the home owner and GMCB." He is also attempting to charge me $1262.78 for additional work without authorization. While removing the expanding foam, he cut and gouged my windows. He told me he would fix them. After waiting two days without a response, I threatened legal action against him. He finally responded and told me he would be at the house at 9AM. When he realized he couldnt fix the windows, he offered to reduce my $1262.78 bill. I refused. He became confrontation and said the manufacturer put the cuts and gouges in the windows...and he also said I intentionally damaged the windows. I had another contractor here, and he said the other contractor told him that I put those cuts and gouges in the windows. I told him my son saw him use a puddy knife/paint scraper on the windows as well as a utility knife. I asked Mr. Heim for his insurance information, and he refused to provide it even though his contract states he "shall provide copies of these insurances upon request." He also refused to pick up nails around the house until I threatened him that if I or anyone else stepped on a nail, he would be taken to court for medical damages. He finally did pick up the nails. If I didnt ask him to do it, I would have been forced to pick up the nails even though his contract states, "GMCB shall keep the premises clean and free of debris and maintain a safe worksite." Mr. Heim used profane language and was very unprofessional while discussing the damages of the windows. He also unjustifiably accused me of putting a dent into his trailer. In addition, Mr. Heim left a utility knife blade on the floor and I almost stepped on it. He also didnt clean up inside the house, and I had to clean up around 15 windows twice (once for sheet rock and another time for expanding foam). Mr. Heim also didnt clean the windows of expanding foam. Finally, Mr. Heim plays loud and inapproperiate music while doing his work. He shows up late for work or sometimes doesnt show up at all without any notification. I do not believe Green Mountain Custom Builders is licensed in Vermont nor do I believe he has any insurance. He verbally and in writing claims he is licensed and insured. I am currently seeking legal action against him.
