I am a GC located in Pittsburgh, Pa and could not find a local installer capable or willing to apply a speciality stucco system on a major addition to match a century + old pebble dash stucco. He drove up, reviewed the job and gave me an extremely fair price. Had to wait for his schedule to open up but worth the wait. High quality, perfect match and extremely efficient with the install. Can not recommend RT enough. Homeowners delighted so I’m pleased.

This is a late review as the work was done starting back in September 2015. The price was extremely reasonable in comparison to the cost of redoing a faux stucco finish and in comparison to the other DC metro area companies that claim they do the traditional cement stucco finish. A year later, and I absolutely love the traditional cement stucco siding on my home. Reggie and his crew were very professional. I would absolutely highly recommend RT Bullard for all exterior stucco & interior plaster work.

Our house has stucco over concrete which someone painted before we bought it. It was peeling and we did not like the color. Reggie and his crew put new stucco on the entire house. This was a big job and took several weeks. It looks fantastic.

Reggie took my $2,000 deposit and ran away with it.  He never actually did any work.

First of all, as far as I know, Reggie's company is not licensed to do home improvement work in the District of Columbia.

Second, he ultimately refused to do the work.  On 10/4/11, I signed an agreement for Reggie to plaster the walls in my house--all 3 floors of interior walls, with a skim coat only (no lathe)) for a total of $16,000.  At the same time, he was supposed to finish a section of the basement that I had hired him to do but he never finished. at no additional cost.

I paid Reggie a $2,000 deposit.  At the time I signed the agreement, Reggie said he was busy through mid-November, but after that, he would be doing only small stucco "chimney jobs," so if I called him the Friday before I was ready, he could begin the following week.  That suited me, because I would be ready about then, and he knew I was trying to keep work progressing on my house.  The contract specified a start date of "4-6 weeks" from acceptance (I signed 10/4/11, so start date would be roughly Nov. 18).

Reggie was not ready when I called in late Nov.  I called Reggie just before Thanksgiving, and he was working on some job in Goochland.  To fill the gap, I rescheduled the tiler to begin his prep work.  Reggie called me on 12/14/11, but since the tile guy was working and the holidays were coming up, he said it would be better to wait until after the holidays.  This puts us into Jan. 2012.

On Jan. 3, 2012 (the Tues. before the week I was ready), I called Reggie to tell him I was ready, and that he should start the following week.  He said something had gone wrong on a previous job, and he would not be ready for AT LEAST 2 weeks more.  I asked him if there was any way he could start earlier, and he refused.  I then gave him the option of starting the following week--since I was giving him 3 more days of notice than we agreed--or I would replace him if I could find someone who could start on time.  He said he would not start my job without finishing [the repairs] on the other job that he messed up.

After my GC found a plasterer who told us he could start on time, I called Reggie and gave him the option to start on time or refund my $2,000 deposit.  He argued a little, but then said he would refund the deposit.

On Jan. 12, 2011, the replacement plasterer said he could no longer start right away (a very large contractor he usually does work for called, and that exponentially larger job took priority).  I called Reggie and offered him the opportunity to re-take my project instead of doing the refund.

Reggie never called.  I sent him an e-mail, and his response was "I can't believe your audacity."  That was it.  No other response.  It has been over 2 weeks now, and he will not answer my calls, will not return my calls, and will not respond to my e-mails.  I have asked when he intends to refund my deposit, and he does not answer.

My general contractor called him, and Reggie argued with him for a while and said he was going to keep my deposit for his troubles.

I used Reggie before to plaster the lower part of my basement wall, and he seemed fine, except for the section he left unfinished.  Now that he refuses to finish that and he is keeping my deposit, it seems like he's taking his financial troubles out on his now former repeat customers (he said he is paying the IRS for tax evasion and refuses to do jobs for contractors because they don't pay him).

Since Reggie and his company are  not licensed in DC, he is not entitled to keep any money until he completes all of the work he agreed to do.  Since he has not done any and from his behavior seems intent on not doing any, he is obligated to return my deposit (D.C. Code § 28-3905(k)) and has no legal basis to keep it at all.  This principle is well-established in DC (see Truitt v. Miller, a D.C. Court of Appeals case that established this principle).

"Member email: Can we revisit the estimate for plaster at my house? The insulation is going in next week, the walls are going up right after that and I'll be ready for plaster the week after that. Jumping ahead chronologically, he contacted me on December 14th to explain he wouldn't be ready the follow week. This is after several occasions telling me he would be ready "in a couple of weeks". 12/14/11:Reggie, You won't be able to start next week. The GC won't be able to get the edge bead in by then, but the bigger problem is the stairs--the main set was the wrong width and is going back to the shop--will not be in by next week. (member) After my phone calls weren't returned the whole month of November, I tried an e-mail to see what was going on. I figured he had bad problems in getting the work ready, and was embarassed to call me back. Please let me know what is going on so I can make my plans. Reggie We left off a small section of he basement wall we plastered in 2008 due to a bad leak. We cannot plaster over water, it will fail. I have gotten a lot of work from Angie's List, and have quite a few straight A reviews from satisfied customers. This should give me a lot more credibility than some unreasonable person. Here is a person that has been remodeling a very small townhouse for 7 years and still has a long way to go. I am shocked someone would say all this. None of this is true, and I can document it. I don’t say anything I can’t prove. He breached his contract with me, and has constantly lied to me. He called me on Tuesday, January 3 to tell me he would be ready for plaster on Monday, January 9. This is after telling me it would be ready in 2 weeks several times since September, and it still wasn’t ready. I told him I could start the following Monday, as soon as I finished my obligations. He screamed hysterically saying if I wasn’t there Monday he could find someone else. 7 days is a reasonable amount of time to wait for anyone. A phone call from the carpenter confirmed he still wasn’t ready on January 16, and that he has taken down boards to correct things that were unfinished. Here is an email message I got from him on January 3, 2012 confirming he wouldn’t be ready until January 8. He called me that night to tell me to be there Monday or he would find someone else. Reggie, Do you need the GC to put edge bead anywhere other than the bottom of the wall board (where the reveal will be)? For instance, should there be edge bead along the ceiling where it abuts the brick wall, or along vertical walls where they abut the brick wall? Also, is a ¼” to ½” reveal between the wall and floor sufficient for your purposes (to be able to make a clean edge)? Last question: how long should I set aside for you to finish the 1st and 2nd floors, plus any drying time? I’d like to schedule the painters to come in ASAP. I should be ready for you 1/8 if not earlier. Thanks, (member) This contradicts that he was ready and waiting, and had to turn his attention to something else. Meanwhile, this cost me a lot of hardship, because I was turning away work for his benefit. Backing up to September, Here is a message from him saying he would be ready in 2 weeks, From September 19. We found mold inside a wall when removing drywall. Reggie came out and told us exactly what we needed and why, which was to eliminate the leak near the chimney cap in the stucco. His crew installed needed flashing that the builder failed to install, and then they applied stucco. He saved us a ton of money by telling us that existing stucco did not need to be replaced. He is honest. Reggie is very knowledgeable and friendly.

Mr. Bullard did a fantastic job on our home! He really understands the problems of EIFS and was able to manage the repairs to the structure of the house with ease. He consulted with us about the color choices for the stucco and the style choices for its application. Once this was done, he and his team worked carefully, efficiently, and skillfully to get the job done. Mr. Bullard is professional and takes great pride in his work. The house looks better than it ever did before. It is truly a work of art. We would recommend him to anyone who needs stucco work, particularly if you are having problems with EIFS and considering its replacement. We called Reggie based on his reviews in Angie's List. He showed up when he said he would to perform the estimate, and demonstrated an immediate understanding of the scope of our job. He sent the estimate promptly and it was very reasonable. We hired him immediately with the understanding that he would not be available to start the job for at least three months. It ended up being four months but Reggie was communicative about where we were in the pipeline and available to answer our questions. When the team did begin, they started early in the mornings and worked all day in the cold, except when the weather was bad and would have impeded with the construction materials. We were slow to pick a color and then didn't like the first few samples Reggie provided. He patiently kept delivering new samples to us. The project was delayed due to this, some miscommunication between Reggie and the color vendor and also the fact that he was juggling our job with another larger job. In all, the project took about seven weeks, which was 1-2 weeks longer than expected but not a huge deal. In the end, the job came out beautifully. Reggie came back a few days after finishing to take photos and ended up staying on to reseal a few sections because he wasn't pleased with how the stucco looked in a few places. He takes real pride in his work. Reggie is a little forgetful, but if you write everything down and refer to it, he gets it. I was less than satisfied with the clean-up which is why I only gave a B for professionalism. The sealant they applied as a final step went on after they had removed the plastic covering our windows, and I had to spend some time scrubbing the windows to get them clean. I had to monitor the crew's final cleaning up of the site because they repeatedly made excuses about how they could not take this thing or that thing. I saw to everything going into the truck to be hauled away. Somehow they still ended up leaving a bag of construction trash and the flashing they removed from the roof behind my neighbor's house (believe me, I got a call about that). I would advise anyone hiring Reggie to be vigilant through the clean-up phase.
