Normally I only hire people who rate high on Angieslist, but Joe was referred to us by a friend of my husband and my husband, bless his heart was sweet enough to try to help me get our home painted. Joe gave us an estimate of $6,000 to do a quality paint job on the first floor of our 33 year old home, explaining to me that his price is a 7 out of 10 compared to other painters because he is that much better than others. This included removal of wallpaper in several areas. Although I cautioned that this was our first estimate my darling husband said "let's just do it". The first few days I worked long days and came home to paint over a lot of unprepared, unsanded or uncleaned walls and trim. I patiently tried to point out holes unfilled, lumps and bumps, old caulk just painted over rather than removed and replaced along the sink, etc and they did some repairs, but continued to paint without prepping. They told me they were just putting paint on the walls so they could see the flaws. I explained that I don'tt want layers and gobbs of paint over flaws making the walls look even worse and since I am paying for the paint it is too expensive to do that. Joe said, "Oh, I didn't think about that". I spent a lot of my time helping with sanding and filling holes trying to make sure the job was done correctly. This went on and on day after day. I even spent days working along side the painters who said "Wow you really know what you are doing". I was very frustrated when I had to leave for work though. I received a call from Joe about 8 days into the job saying that the wallpaper in our entry and breezeway could not be removed because it was two paper layers thick and damaging wall behind the paper and that he would have to prime and paint over the paper instead. Having pretty extensive painting experience myself I told him that you NEVER paint over wallpaper. He explained that he does it all the time and it works just fine and if I still wanted the paper removed I would have to pay double. I came home and pulled the paper where they lifted it a couple inches and pulled an entire sheet of paper right off the wall with no damage to the underlying wall. I continued to pull sheets off of every wall in the same manner and the walls were absolutely beautiful behind the paper everywhere. I called him and asked him what the heck they were trying to pull. He tried to tell me that it must be because they soaked that area earlier. I went on to tell him that I pulled paper off of every wall the same way where there was no water applied. I was very disappointed that they deceived me and nearly fired them that day. I then went on Angie's list and called a couple A rated painters to come by to give their opinion and they agreed that the work was not being done properly and reaffirmed that you NEVER PAINT OVER WALLPAPER. These A rated people were very professional and respectful of my situation and of Joe and his crews and suggested I just have them do prep work only until I approved the walls ready for paint. I did just that, and once an area was finally ready, it was decided by Joe and/or his painters that they would get a sprayer to make the job go faster. I agreed as long as they followed it with a paint brush and protected the rest of our home. They tried to tape off and cover furniture with plastic, but managed to get primer on most of my new door knobs, bolts, hinges, my formal dining room table and didn't vacuum the floor first, spraying dirt and dust back onto the baseboards and walls. They we're not able to do as good a job as would be expected in a fine home that needs a little TLC. In the end they walked off the job, because I wouldn't allow them to cut corners. Joe had his workers communicate this with a note they left and he never bothered to call me himself.
Response from The Beach Painter

"In 28 years of satisfying customers in Hampton Roads, this is the only time I have authorized my workers to walk off a job. The work environment became so stressful and verbally abusive that it seemed to be the only rational course of action. Most of my work is generated from referrals from satisfied customers. I am pleased to report that I have thousands of happy customers. Unfortunately, even after serious effort to please this customer, she continued to criticize our work. It became apparent to us that she actually believed she knew how to do the job better than we did. When it seemed evident that satisfying her was going to be either extremely difficult or impossible, we decided it would be best to leave the job. Since leaving this job, we have completed two other projects and the customers are very happy with our work. Thankyou for giving me an opportunity to respond."

The guy's name is Joe and he tried his best. The difference between me and an ordinary customer is that the ordinary customer doesn't know about painting. I used to have my own paint company before, but I became incredibly allergic to paint due to an operation I had in my brain, and it totally messed me up. I am aware of what needs to be done and how to do it and etc. I was pretty good and I had two teams. I didn't call them crews, I called them a team to keep them in the team spirit. I am artist , so I understand acrylic paint. I not only know how to apply it, but also the body of acrylic paint and how it works. I sat down with him and gave him a talk on acrylic paints. I explained to him basically that it an adhesive with color pigment in it etc. This man, I bless his heart he tried his level best. I still had to talk to his assistant again and again, but I had to cut him short on his work and I wouldn't let him finish. I let him do the exterior first and I stopped him before he got inside, but he genuinely tried. He over estimated the amount of paint I would need, but I forgave him for that. The price was reasonable, but it could have been better. I would recommend him, but with reservations. He's a good ,decent and a honest man but he does not have the expertise on outside painting. I did not let him come in since I wasn't satisfied with the outside, but he is a good , honest and a trying person and I say that without reservation. I'm not going to say things like that because I’m a 230 pound ex-marine and I don't talk much too easily. I would trust him in my home, it's just that I’m worried about the quality of painting.
Response from The Beach Painter

"The member is a nice man and I enjoyed working for him. I found him to be quite difficult to please, however, but I would work for him again. I came to him on the heels of a job where the customer was delighted with me, my helper Rob, and our work. The customer right after him also was very pleased with us and the quality of our work. I have a clipboard literally full of written letters of recommendations. I do very little advertising so word of mouth is my best source of work. The fact that I am so busy right now (about 10 jobs booked in advance) is a testimony to my happy customers."

Joe Riggs, and quot; The Beach Painterand quot; started my home in Sept 2011 and completed the job in one week. He came out for the free estimate on time. I had the full paint job quote in my hands in 2 days. Joe's quote was not the highest bid that I received nor was it the lowest. He was in the mid range. A very fair price.
Joe does one thing very well. He listens to what you want done and he tries his best to do just that. He and I had some issues and we worked them out to my satisfaction. Joe is primarily an interior painter. His outside work, I will give a B plus.
Joe is fair-minded and reasonalbe. His proposal was clear, prompt, and easy to understand.

The Beach Painter was the painter to use. He was the man and his skills could not be beat. My room was cleaner after he left than before he started. He was honest and quick, and for an excellent job you should call him.
