On January 11, 2012 I signed a contract for a driveway addition with Josh Lee at Elite Custom Concrete, Inc.. He was doing work for a neighbor so I asked him for a quote on some work I wanted done. I was quoted $708 for the concrete (required as a downpayment) and $150 for labor due on delivery. He did not get a permit, did not complete the excavation or the installation of the forms for the concrete. What he did dig out is not correct and the forms he did put down are not level with the existing driveway. He left a mud pit in my yard on one side of my driveway and a pile of dirt on the other. His initial measurements for the dig out were a foot short from what we agreed to. My neighbor measured his driveway after the concrete was poured and discovered it was a foot and a half short from what they agreed to. He moved the line in my yard after I caught it. He misrepresented other concrete work in the neighborhood as his own. Aside from my neighbor the only other driveway that I could confirm he had done, the owner was not happy with the quality of his work. He told me that he did not need a permit, but that if I wanted one that I could go get one - they were only $150. After a call to the city by me neighbor, I found out there is a requirement for an apron permit that cost $35 and that it is the contractor who should pull the permit since the inspector is inspecting his work. He routinely missed deadlines and promises for when he would be on site and what would get done. After over a month of waiting for him to come back and finish the job and no contact, I just want my money back. When he would not call or answer the phone, I left him a detailed voice mail that told him I wanted him to pull a permit, finish digging out the forms to code depth, put a level on the forms and get the truck there or that he could just give me my money back minus the labor he had already done for partial excavation. I've not heard back from him since. He took my money and did not deliver on the contract.
Description of Work: I hired him to add an addition to my driveway to make it wider.
