RED HAWK REMODELING & CONSTRUCTION

In early December we signed a contract with RedHawk Remodeling & Construction of Great Falls, VA. The project, valued at approximately $25000, was to be done in three phases. Phase One was to create an entryway between the Kitchen and the Living Room, which had sliding shoji screen doors installed on an overhead track. Additionally the electrical work to reroute the various sockets and to install under cabinet lighting. Phase Two was to remove and install the kitchen countertops with Granite and with Butcher Block tops. Stainless Steel sheeting was to be installed on the walls behind the tops, allowing for the electrical sockets and switches. Phase Three was to remove the existing tile and carpet and install Porcelain Tile, after installing cement board, as a base. At the end of the phases all touch up work was to be done to complete the total project. Allowances for the materials were agreed upon, with the understanding that we would resolve any differences, at the end of the contract. I agreed to a deposit of 25% or approximately $6000, which was to secure the schedule, get commitments from the subcontractors and obtain the necessary materials. I asked, from the beginning for a project plan, which would detail when materials were ordered, measurements scheduled, and when installation would occur. Much of the work could occur concurrently. I finally received a schedule four weeks after the contract signing, delaying much of the work. He lied on several occasions about ordering the material, which I discovered he did not. Prior to the completion of Phase One, he asked if a check could be issued, so it could become 2008 revenue. I provided a check for an additional $3576, with the understanding that he would come back, on the next working day and complete the work that I was paying for. He did not. He did come back on two subsequent days, with the electrical subcontractors, and asked for additional funding for minor changes. One check he requested was for $30.78. He said he did not want to wait until we tallied up at contracts end. Although we met once, on January 12th, and subsequently corresponded via e-mail, he has not returned in over a month, not ordered any material, nor continued the work, I already paid for. I asked for a refund on two occasions and finally offered to submit my dispute to an Arbitrator, he has ignored me. I must, now, hire someone else to do the work he left unfinished. I want a refund of my deposit, since he has already been paid for the Phase One project and the electrical work. I want others to be wary about this contractor and recommend that no one use RedHawk Remodeling & Construction.
