Do not use this company!.  They circled our neighborhood looking for work.  They said they would give us a good deal.  I actually thought it was a good deal and suggested them to another neighbor who needed of minor pruning.
It was a long day and the owner Robert Bulter told me he would come back in a week to remove the stump  for an extra $50.  I told him I wanted to plant a new tree in the same spot.
He came back when I was not home and only removed a third of the stump.  I called him at least a dozen times and left many messages for him to complete the service.  He has never returned my calls.  Completely unprofessional.

Capitol Tree Care assessed the long-term options for a tree that seems to be in declining health.  They were very direct in their assessment and gave me a couple of different options ranging from pruning, cutting to the fence line and full removal and stump grinding.  
The crew arrived precisely on time and went about their work in a professional but no-nonsense way.  They did a good job of cutting back the tree and removing the debris.  
I looked at a few different vendors and this can just be an expensive service in general.  Capitol Tree Care was probably not the cheapest of the vendors but they were very responsive and flexible, got in and got it done.  If you are looking at tree removal they are certified arborists which is important for getting through DC's permitting process.

It was just a terrible  situation he is in fact the reason why I joined Angie's list. I was fed up with contractor who ripped me off. They were very responsive in coming when they showed up with their whole crew. But basically they pressured us into accepting their services and then they did a really bad job. Just did the bare minimum and, they were really unprofessional. Overall, it was a bad experience; they left the place in a mess and, did not do a good job in trimming, overcharged us and couldn't care less once they got their money and they just took off.
