It has been several months since we visited your home for a stopped up kitchen sink line, but there is a distinct possibility that the clean out you found was the sewer line clean out. Most homes have a sink line clean out and a sewer clean out. Generally every residence is different in clean out locations, also clean outs are obscurred due to age, landscape, remodel, etc., so it is not as easy as it would seem to locate. I would assume that your sink line was cleared and the pricing was discussed prior to our visit out with the person that set the appointment. Response from the plumber was positive, All work was completed as discussed and agreed. I provided the water heater and the plumber only had to do the install. That is remove the old water heater from the attic and install the new one in the same place.
The job was completed and we had hot water. A day or so later my wife told me we had water coming out of the drain line outside the house. Since we have condensate drains for the A/C units upstairs I figured it was condensate. I went out side to check and it was hot water and I noticed the water was extremely hot (scalding). I accessed the attic and the pressure relief valve on the new water heater was open, venting hot water from the new water heater. So I called the plumber and he told me that since I provided the water heater and the pressure relief valve came with the new water heater it wasn't their responsibility, since they only did the installation.
So I called the supplier and scheduled a warranty fix, around this time the plumber did call back (to his credit) asking if the problem had been resolved and I told him I had the supplier scheduled to come replace the pressure relief valve. When the supplier's technician showed up with the replacement valve he looked at the water heater and told me he didn't know how to install the new valve since he didn't sweat in copper pipe (instead of a plumber they sent an AC technician which is another issue entirely). Regardless I took the new pressure relief valve (PRV) and planned to install it myself.
I shut down the water heater and it was then I noticed the temperature setting was way too high, at the extreme high temperature range. Regardless I allowed everything to cool down and drained the tank below the PRV port, removed the old valve and installed the new one. I refilled the tank, vented off the excess air and lit the pilot light and reset the temperature setting on the thermostat. It was then I realized the temperature setting on the new water heater had been way too high and I realized that this was likely the reason the valve seats on the original PRV had failed and were leaking.
After thinking about it for a while I concluded that whomever did the start up and setting of the new water heater did not read the installation instructions as this was a different model than the one the plumber usually installed. Possibly because they do installs all the time and they set the water heater temperature based on the model of water heater they usually install. Either that or they set it at the upper limit to test the install and forgot to reset it when the test was done.
About six months after the install the new water heater died and I called the supplier and they sent out a technician who said the digital controller had failed. He replaced the controller at no cost since it was still under warranty and he told me that the vent cap was incorrect and needed to be replaced as it was out of date and likely the reason the digital controller failed. He said that type of vent cap restricted exhaust flow and should have been replaced when the water heater was replaced. So I had to climb up on the roof, remove the old vent cap and install a new one, $8.35 at Home Depot.
I didn't bother contacting anyone about this issue since everyone would have denied any responsibility and I didn't feel like arguing with anyone. In fact, I wasn't going to do this rating until it popped up today, so there you go, now you know.
So I got the dates wrong maybe it was 2012. I am not going to bother with finding the receipt since it was done so long ago. Fact remains that is what happened.

There was also an addendum which was also agreed upon verbally by the homeowner prior to the start. "Just to clarify the pricing of this repair was done prior to doing the job and was agreed on. The project was $145.00. Upon our scheduled visit it was found that the owner provided faucet was missing parts and the owner was told they would need to get a new faucet. There was a no charge for this visit at the discretion of our plumber(although this would be considered a service call). Another appointment was made and the new faucet was installed and there was only one charge for the visit we made for the install not the first visit. So for two visits out the charge was $145.00 which we would assume would be very reasonable. As always we look forward to serving you in the future and appreciate your business!
