Took my laptop mostly to get the data off since I figured it was not
able to be repaired. I paid for diagnosis fee just in case. They
called with answer earlier than promised and suggested using the drive
in an external case instead of paying to have data recovered, which
saved me a lot of money, I'm sure.

After 4 days the technicians called to say "sorry we can't fix it, you can pick it up now." When I asked whether my diagnostic fee would be refunded--since no repair had taken place, no more specific diagnosis than "you have a software problem" had been provided--I was told "no." Any other service center, whether it be PC service, automobile service, vacuum cleaner service, etc., will charge a diagnostic fee to be applied to the cost of the repair or in exchange for a diagnosis. In my case, the fee was charged despite the inability of the technical staff to fix or diagnose my problem. When a problem exceeds the ability of the technician, that technician's "time" is without value to the customer--my results are identical to those of paying a toddler to sit on my computer for 4 days. It is a disservice to their customers to so completely dissociate their charges from results. A well-run business would recognize there are exceptions that should be made to a No Refund diagnostic policy--viz., if we can't fix it or even tell you what's wrong, we won't charge you. This is the policy of Best Buy's Geek Squad--where I would anyone in search of expertise and fair pricing.
Response from Discount Electronics
"I apologize for barely becoming aware of your issue. I looked into the notes of your work order and can say that the repair diagnostic fee did cover as it would in any other repair the testing of your parts and a virus scan and removal. In your case 15 viruses were found and cleaned off. But... I do see where you are coming from. You did bring it in to get your PDA device to work on your PC and the technicians notes do not detail why the PDA wouldn't work or what it would take to get it to work. So I apologize, we did fail to communicate properly and thoroughly address your initial problem. If a repair were to cost more than the diagnostic fee, the $40 would have been applied to the repair like any other shop would. I do believe not being able to figure out the PDA problem deserves a no charge diagnostic. I offer you a $40 store credit to use in any of our locations for our failure to provide you proper service. Please accept my sincerest apologies and the $40 store credit. We hope to gain your loyal business once more. Mac Valdez, General Manager"

I have been consistently pleased with the work they have done in the past. They are fast and courteous.
