First, I have 3" of documents to back up all statements.
The wall was built March 1/2011.  March 2012 Felix was contacted because wall  was failing.  The short story is he refused to redo the wall.  I had to  get an engineer all deadmen were 24-28" long on a wall that was 8  railroad ties high.  They billed and proposed 130 ties (9' ties) and they installed 106 pieces which considering the length of the deadmen that is less than 80 9' ties.  Was not backfilled properly because the dirt was not compressed.  Some ties had zero (0) nails.  They built the wall 15-18" onto my neighbors property which I  didn't know until the new contractors came to redo. 
I went every route to try to get them to fix.  Had to sue them (he and his dad) who did nothing except make allegations in court.  I have a judgment  against them for partial costs to redo the wall and all legal fees.  Check Denton County and Tarrant County for civil proceedings against Frank Olivo dba Quality Landscape & Construction.  I am not the only one with a judgment.
I would under NO NONE NADA circumstances recommend anyone be subjected to the h*** I have been through.  If you don't mind and have the time to spend this kind of money twice plus legal expenses, then more power to you.  He will make hundreds of excuses and has nothing to back it up!

This company removed and installed a railroad tie retailing wall end of Feb 2011, which should last for >10 yrs.  In March 2012, I contacted Felix of Quality Landscape as the deadmen have collapsed, and the center of a 60' retaining wall is bowing.  He said wait until rainy season is over, tried to get him in May, only got him in June 2 by accident.  He eluded he would have to "work me in" to repair which was to dig down to deadmen and lift them up, and remove the top two rows of a just shy 4' wall.  I got an engineer because it sounded hinky to me.  The engineer report says the way has to come down and be redone because the deadmen are too short, the wall was not backfilled properly, and the wall should hold up to all weather conditions in Texas that is the whole purpose of railroad tie retaining walls.  The deadmen are 2' from the back of the wall on the ones the engineer dug down too.  Since I sent them the engineer report and require they fix per the engineer report they will not return my call.  They claim to have 2 year warranty, but won't honor it.  I would not recommend this company at all ever!
I have been trying to resolve this since March 2012.  I wouldn't hire them to lay sod for a dog run!
Don't get me wrong the wall looked fine when they completed Feb 2011, but it has shifted due to lack of adequate nails, proper back fill, and long enough deadmen....which can cause catastrophic damage to my foundation if this wall fails not to mention property damage to the neighbors.
