He made me a lot of promises. He wasn’t with the better business bureau. They took my $500.00 and called me back. They said they needed more money for materials. I told them I won’t give them any more money because that would be a contract violation. They cashed the check. He has my money and won’t do anything. This company said that they didn’t have a materials deposit but they do. They’re telling me to call home depot. They’re telling me that they’re not going to put a roof on my house for $500.00. The initial estimate was $7,000 which was verified by the insurance company.
Description of Work: I have paid them $500.00 as a deposit and they will not start the work until I give them more.

Response from Top Line Roofing & Construction
As your email stated there are two sides to every story and here is ours: First off we are a family owned and operated company and take complaints seriously and try to address them in a professional manner . (Member) contacted us from Houston Texas and said that she has a property in Arlington that she needs a roof on . She wanted to know if we could do things by email which was no problem . This was an insurance Claim that the insurance company paid her $2000.00 for materials . We estimated the job and our numbers were within a couple of hundred dollars apart from each other the adjuster didn't include the permit for the city of Arlington. We drove over to the property numerous times to get measurements and make sure that nothing else was missing from the scope of work . (Member) emailed and called and said now I am going to pay part of this and the insurance company is going to pay you when you are finished which isn't the case the insurance companies always make the check out to the home owner and mortgage company and then the homeowner has to get the check signed by the mortgage company . Insurance companies very seldom in very rare instances make the checks directly to us as a protection measure for the mortgage company. This made us VERY VERY uncomfortable due to the fact she was telling us this and knowing exactly how the process works and the fact that she is not in our local area and she's from Houston which would take months to resolve if we had to go to legal processes in order to get our money .(Member) also has a $2000.00 deductible that of which she was stating that the insurance company was going to pay ALL balances due at the time we completed our work . The insurance company doesn't pay for anyone's deductible. ALL OF this added up to us going back to the table and asking her for the remaining balance of what our contract clearly stated in the beginning for half up front and that we needed to be paid in FULL by her at the time the roof was completed . The initial check that the insurance companies write are for the purchase of materials and the remaining balance is paid once the insurance receives a certificate of completion from the contractor and takes 2 to 3 days from the time they receive it and again is made out to homeowner and mortgage company. We also advised her that we are not the only contractor that asks for HALF up front . In Fact On of the Largest Home Improvement companies in the state of Texas Statewide Remodeling which is a Contractor For Home Depot asks for 50 % up front in there contracts as well. (Member) was not willing to meet us up here to give us a check as soon as we completed the job and stated again and again the insurance company was going to pay us . We have approx. 10 hours and counting into this job communicating with the insurance company in emails and via phone several trips out to the property etc. All of this added up to a VERY VERY uncomfortable feeling when she has the money allocated for the materials of $2011.00 from the insurance company and has a $2000.00 deductible that is required to be paid by the homeowner and definitely NOT the insurance company. Also we purchased a satellite measurement report that we obtained for the property there was alot of effort and money on our behalf to have this escalate into this manner.
