In fairness, and after talking with others, the places where it is rusting are places it might have been difficult to get the coating on thick enough or something like that. This is the reason for the 'C' grading.
My primary complaint is that I was relying on them to provide a lasting job and if it couldn't be done then they should have told me so up front. Then I could have made the decision of how to proceed before I had them coated and reassembled.
I haven't reached back out the them to complain or correct since the bulk of my time and cost is really in assembly and disassembly and don't want to risk having another bad experience.
I found people willing to the work cheaper, but they had a good reputation so I went with them anyways since the disassemble/reassemble was such an issue. When also combined with the cost of having to have it done again, this is why the price grade is a 'D'.
If my next project is a simpler part then I would consider using them again.
HOWEVER, after several weeks rust began to appear on my newly coated sculpture fountain. At six weeks, I asked them what to do. Initially, they told me to use a product named Simple Green which did no good. At my next call, they asked for pictures. After I sent pictures that showed considerable spreading rust at 8 weeks after their work was done, they stopped answering all emails. Very unhappy with Allied Powder Coating. Tried to resolve with BBB, but they never replied to them as well.

relatively efficient manner. Their work
on the fountain was good not great.
Evidently, they try to get off as much rust as possible, but there is no
attempt to repair any damage caused by the rust, therefore some of the fountain
surfaces were not smooth.

"Good day Mr. [removed member name], I am very sorry to hear about your experience with us. You are correct that we abrasive-blast your furniture down to its original metal. This not only removes surface rust, but it also creates a deeper anchor pattern for the powder coating to bond to. However, due to the manufacturing and construction of these pieces, there are limitations as to how far the blasting and coating can reach. Every piece of furniture is different. Over time, moisture will permeate through any seams, crevices, or pinholes that the furniture inevitably has. Rust seepage will occur from these areas due to the nature of metal furniture construction. This rust seepage, if left unattended, will eventually yield rust stains appearing on top of properly coated metal substrates. Continued neglect of these issues will result in rust penetration under the coating which will lead to coating failures. The duration of time it takes for these issues to develop is dependent upon the environment which the furniture is subjected. To avoid this problem, we strongly recommend proper care and maintenance as such as washing & waxing several times a year. In fact, as stated in our warranty package, the first waxing should be performed in the first 30 days to greatly inhibit the rusting process. Unfortunately, all metal inherently rusts. But there are ways to slow it down. Specific to your situation, the rust seepage has been cleaned away first. Then the wax should be applied to trap the seepage in and keep the moisture from further exposure. I am very sorry that you felt that you were lied to. We do our best to write and deliver warranty documents that clearly define the limitations of our work. As with all outside products, there will need to be some additional care given to elongate their life due to the harsh weather conditions of South Texas. Please see the part of the Maintenance Instructions for metal care. Excerpt from our Maintenance Instructions… “To perform this process, a clear automobile wax (Liquid Spray Wax – No Streak Formula) should be liberally applied to the frame giving particular attention to all joints and crevices. The wax should be removed following the wax manufacturer’s instructions. Frames should be routinely washed with a mild solution of clear, chlorine-free, laundry detergent and warm water. For steel and wrought iron furniture, Allied recommends waxing the furniture per the instructions above following every cleaning. If rust spots appear due to chips or scratches, use fine grade sandpaper to clean and then lightly touch up the area with a matching rust resistant paint. Periodically replacing any worn plastic feet inserts will also help prevent rust stains on your patio surface….”"
